They can ordain him but then they have to find a place to stick him. I suspect most parishes would say "no" and face the argument over who owns the property they occupy or quietly seek a new home. It will split the Anglicans and I suspect giving will dry up.
David Moxom was my vicar at Gate Pa in the early 80's. He was a a hard working vicar with a generous heart but I presume he's become a liberal.
Maybe David's use at communion of the phrase "All are welcome at the table of the Lord" was a sign. He never, as far as I can recall, mentioned repentance.
I also presume he was happy when the Anglicans put the Treaty of Waitangi in their service book above some of their beautiful Christian traditions.
Good luck David, there's not much to be said for being the man in charge when it all goes belly up.
